Normally we use the Lost Action upon joining the instance. Casting Lost Reraise by the cache helps you release your Lost Actions early to fill it up with another action that can be used for the rest of the fight.
For Fresh, avoid using Lost Reraise when you start off your DRS prog; rather save them for Boss 3 prog instead.
For B3 progress, this is when you can use Lost Reraise and buddy up with someone to consume both charges before you swap into your required Lost Action for the remainder of the fight. You could also swap roles upon a fresh instance.
We like you to practice using appropriate Lost Actions for the entire fight like melee DPS bringing Font of Power and Banner of Honored Sacrifice, Healers with 2 raid utility actions, etc. If you're thinking, "I die quite often from most of the mechanics, I should bring an 80% reraise chance". Whilst this may be true, it could be that you may need some detailed explanation as to how to dodge the said mechanics.
Regardless of which progress level you are at, it is always better to drop DPS uptime just to dodge the mechanic right. Staying alive longer means you will get more uptime practice clocked in, instead of relying on Reraiser proc chances.
